My daughter is 5 years old. Her father has only seen her the day she was born. She does not have his last name and he is not on the birth certificate. If the father is willing, how do we go about him signing his rights over. I'm trying to get in medicaid and I can't be approved because I won't go after him for child support. Not happening unless you're remarried and your husband is willing to adopt the child as part of a stepparent adoption.
If you want Medicaid, you abide by their rules. The State is a bit funny that way - they don't want the taxpayers supporting your child when there's a perfectly able parent to do so.

Again, you have to proscribe to the exact state requirements as written. If you are unable to do so under your circumstances, you may be better off searching for a personal alternative.
