Salvage title to rebuilt title problem

The case:


I have a bought a motorcycle with a salvage title.
The seller bought is as a salvage bike and had it professionally repaired.
The bike is repaired and i have all the paper work including the bill for parts, labor...etc.
I had a police officer coming to my house and inspect the bike.
I paid cash for the bike and have the bike and the (salvage) title in my hand.

Now i went to the BMW here in Indiana, and they told me that everything is fine, and the only thing left is, that the seller has to sign over the title to me, which cannot be done on a salvage title.

So, he has to apply for a rebuilt title, but i don't want to hand over the title to him.

The guys at the BMV told me the best way would be to get two notarized power of attorney forms from this guy, then i can do all the title work here.

The problem:

The seller agreed to get the forms filled out, but now, after two weeks, he is not answering his phone anymore, no response to e-mails...etc...


What are my legal options to get him to send me the power of attorney forms ?
 
The only legal way to force him to sign the forms us take him to court.

Not to small claims court (it has no power to compel), but to circuit or district court.

A judge at that level has the power to compel.

That, unfortunately for you, takes time and costs money.

More than likely, you'll need an attorney to do it for you.

Or, you can offer him something to sign the forms.

Usually a $100 bill (more often than not, 2, $100 bills) get folks to do things.


Money talks, blah blah blah.

Yeah, you think you shouldn't have to pay him, it ain't fair, it ain't right, blah blah blah blah blah.

At this point, does it matter?


You need him, he doesn't need you!

Make a deal.
