Property Manager is stealing!

I've bought a condo in Florida (about 100 units).
I've looked at the budget and found that there are unnecessary expenses and some overblown charges.
For example, $1495 for office phone bill, $830 for the uniform but there is no uniforms, $27000 for insurance, $35000 for payroll for 5 employees and etc...
I was shocked.

I've asked for a proof of the expenses but Manager said that everybody agreed for this budget and he doesn't really want to show me anything. When I insisted he said that it will cost me $200 per item on my list plus $20 per copy. Total will run $3500 + for complete budget.

According to 718.111 (12)(c) (12) OFFICIAL RECORDS.-- (c) The official records of the association are open to inspection by any association member or the authorized representative of such member at all reasonable times. The right to inspect the records includes the right to make or obtain copies, at the reasonable expense.

What is the reasonable expense for obtaining records in Condo Association and how should I deal with it?
