Will not transfer!

Have friend served with child support papers. He was told that he had warrant in another city, so they took him in to see if the warrant was active. It was so they kept him, but now they are refusing to release him to the other city. They are now telling him that there is an attachment so he has to stay in one county until they resolved all of their matters, but when they served him it was only with a court date to appear in child support court. Meanwhile in the other county they have 3 warrants 2 for violation of the sexual offender registry which were created back in 2005. He was arrested in 2005 for these warrants but they are showing still active. He is no longer on the sexual abuse registry due to the terms of his plea bargain. What do you think the problem is in the county that will not release him? Do you think that he will serve time in the county that has the 3 warrants issued on him? The last warrant was issued in 2005 as well for violation of probation.
 
About all anyone can do is wait for this to shake out. There are far to many possibilities, "What ifs," and "maybes," to even begin to accurately speculate as to what might be going on and what might come of it all down the road. Generally, the jurisdiction that has him now will have him until they want to release him or ship him off for a hearing elsewhere. His other matters may be continued, they may be dropped, or they may go on without him - who knows?
