sex crimes against juvenile committed by juveniles

in cases like this do the accuser have rights that protect him whem the victim was willing wanting to perform sexual acts upon let's say there was two juveniles males at this scene and two females. when one female was willing wanting to do sexual acts to both males one being 17 yr old juevile and other was 22 yr. (to find out this 22 yr old was on parole and also a sex offender at large for none reporting) which these kids didn't know this. know after this juvenile victim did whatever she did. not knowing othr female ran for help. let's say the male that was 22 yr fled scene and the other male juvenile stayed in this park where this took place. would this accuser have legal rights to fight this especially if this accusere is not mention this other male that was present

First if he was 22 he is not a juvenile, second How did the female become a victim of she was wanting to do these "acts" Now if he was 22 and she was 17 then tech. he is in the wrong just because of the age. But you say she was wanting and willing so I dont understand what you are trying to ask/get to here. Give more and clearer dateail.
 
The victim if a sexual act isn't willing to do anything.

That is why they are called the victim.

The victim isn't the accuser, either.

The state makes the accusations, but is called the prosecutor.

The term accuser is more correctly used in the French system of criminal justice.
