Statue of limitation on a divorce settlement not honored

My parent divorced in 1994, part of the settlement was that my father was supposed to buy my mother out on their home. He never did that and continued to live there for many years to follow until he sold it. Is there a statue of limitations on the settlement and is he still obligated to pay her the money?
 
There is no statute of limitations on a promise that has been reneged upon. In fact if your Mom knew how she would have had him thrown in jail for contempt for refusing to abide by his agreement. He is going to have to pay, he is not going to be able to weasel out of it forever.
