Ohio school tax

Jurisdiction/Place:

We are a military family and we are originally from Ohio but haven't lived in the state since 1992. My husband is the military member and his legal home of record is in Ohio so he pays Ohio state taxes. We own no property in Ohio, our children have never went to an Ohio school but they are trying to make us pay Ohio school taxes (which the address of my husbands legal home of record is my fathers since that was our last address from where we lived in Ohio in 92). My father pays school taxes since he owns a home in that county. We have never had to pay school taxes until 2 years ago when out of the blue they started adding it to our Ohio state tax and now they are going back previous years and trying to get us to pay back school taxes. Aren't they double taxing? How do we go about getting this fixed? Why after 11 years has Ohio decided we should pay a school tax for an area we no longer live in? My husband can't change his Home of record either.
