State sales tax for services provided

My jurisdiction is: NY

I have a question. I know someone who had started a business. Didn't know the exact rules of running the business. Well I guess the person got a letter from NY state tax saying they failed to pay tax for "services provided". I believe the amount was around $17,000 but then added on penalties and such.

The person wants to start paying on this. Now what or how does the person proceed to do this. The person has someone who is willing to help pay it.

What are steps to fix this and what type of questions do they ask? If the person starts paying on this and obtains assets while paying can assets become seized if they are paying on the bill etc?

Im just trying to find information for the person, the person is worried they will go to jail or etc. The person wants to fix it and pay what is owed and its honest mistake as they had no idea that tax needed to be paid on the service.
