Mobile home park rent

We live in a mobile home park in California where we own our home but not the property although each homeowner here pays property tax on their home. The park was sold in either 2007 or 2008 and reassessed by the county assessor for property tax. The owners can increase our space rent each year by 6% by law. Last year we received a letter that stated due to the sale of the property and the reassessed value, the owners were passing on the property tax increase to the residents, each resident paying an equal amount. This was to last for only 1 year. Recently we received a letter notifying us of our annual rent increase of 6% but they have taken our former rent amount PLUS the amount we have been paying for a year, combined those two figures and are wanting to increase our rent by 6% on that total amount. Is it lawful for them to do that?
