Minor daughter in joint ownership of property

My mother has listed in her will that my minor daughter and my sister,who resides in the home, to have joint ownership of the home.Let me also state that before my mother's death my two sisters and I had keys to my mother's home. Now that she has passed the sister that resides in the home will no longer allow my daughter or myself access to the home.(the locks have even been changed.) So does my daughter have right to have the access to the home as equal property since my sister lives there?
 
Just by being named in the will, she does not have the right to access the house. Neither does the sister have the right to restrict her access. Until the executor transfers the house pursuant to the will, the executor says what goes.

Who's the executor? What are they doing?
