I have come across an organization that offers securities arbitration representation. They are not attorneys. Is this practicing law without a license?
 
Not necessarily. Arbitration itself it not a legal process. But many of the things they might be doing in the course of arbitration (evaluating the legal theory of the case, checking legal causes of action or defences, etc.) could be. It depends on what they are doing.
