Removing bank fees from an account while under SEC Restraint

My jurisdiction is: California/USA

The SEC had my bank account under a "Temporary Restraining Order" as of 3/2005. It was recently released without penalty and I can now access it. However, I find that the bank took out monthly fees at the rate of $13 per month for that time to the tune of $700 to $800. Do I have legal cause to seek refunds on the fees since the account was restrained and totally inactive during the investigation and TRO?

If the account was restrained lawfully I don't think you have redress. What I'm wondering is what took so long. The problem is the bank kept your account. If there is an issue, it might be with the SEC delaying the process for an inordinate length of time - but good luck dealing with those guys! My guess is the time isn't worth the trouble.
