It appears as though I didn't take a Homstead Exemption for my primary residence for 4 years and just noticed it while doing some thing else. I called the office and they said I didn't file a form (which I understand) but I asked if I got a refund for overpaying and they said no.

How can this be that I paid double the taxes now am not entitled to a refund. Any guidance?

I don't know the details but applying for an exemption means you have a right to something that you have to claim. If you don't claim it that doesn't mean you're double paying - in substance yes but not in form. I think there is a certain amount of time you have to obtain - see whether you can obtain the back benefits for a period of time.
