Trying to legally take care of my 14 year old brother

My wife and I are going to be taking care of her 14 year old brother. The Dad is unknown and the Mom is deported. Currently my wife's sister is taking care of him, but both sisters agree that he would be much better off in our home.
With both parties agreeing, we are trying to go through the proper routes to gain control/custody/guardianship.
Currently the sister has a power of attorney signed by the Mother 12 years ago. She is planning to give us a power of attorney. Is that going to be enough? Will we have all the legal rights as a parent would if we get the power of attorney?

Senecawoman, you accidentally found a 6 year old post to reply to. Some posts have few or no replies for various reasons. You might want to double check the dates to make sure you are not accidentally responding to an old thread where the original poster is likely long gone.
