Personal Bankruptcy can a beneficiary declare bankruptcy for the (to be) deceased benefactor?

My jurisdiction is: maryland, usa

If the benefactor is in debt currently but does not declare bankruptcy before his death, the beneficiary accrues the debt of the deceased, correct? If the beneficiary does not have the means to pay, would the beneficiary have to declare bankruptcy himself or are there other options to exempt the beneficiary from the debt?

also, do permanent residents declare bankruptcy in the country of their citizenship or the country they are residing?

A beneficiary is not responsible for the debts unless it is a mortgage that follows the property. You do not have to accept something just becasue someone leaves it to you in their will.
