Great forum. Question about a bank account in Ukraine

My jurisdiction is: Ca.

My X- Wife and her mom have a savings account in Ukraine (they live in Ca.) with a debit card that they used to get money from. It expired after one year, and they won't give them another one unless they go to the bank in Ukraine.

The bank said that they should give a power of attorney to let her friend in Ukraine get the money out. They did that. The main text in the poa was in russian, and the notary filled her part in english. Now they say they can't accept it because the notary didn't fill out her part in russian.

Then, another person from the bank (over the phone) told them they would have to have the ukrainian embassy verify the poa. Then the bank said that they should just come there to the bank. The mother is elderly, and can't afford the flight, nor is she healthy enough for the long flight.

My question is: Can the bank just keep her money? Thanks,

You'll have to ask an attorney in the Ukraine. US law has no bearing on the matter.
