A landscaping business operates behind the lot of my home. For whatever reason, over the past several weeks the water has been spilling on to my property and waterlogging the soil. Basically I have six inch deep slop in the back quarter of my yard. In addition to this the constant flow of water has eroded my soil, and it is now an extreme low spot, that will probably hold water from here on out.

Do I have any legal rights to force them to fix the problem?

If I do, do I have the right to make them cease until the problem is resolved?

Finally can they be held responsible for replacing the displaced soil?

The owner has been giving me the runaround.

I would consult with an attorney so you can have an idea of how much all those damages translate into when it comes to dollars. The attorney can also curtail the manager's avoidance attitute when it comes to dealing with the problem. Hope this helps!
