NJ MVS - speeding violation surcharge

MY nephew got two speeding tickets one in April 2007 and another in May 2007 totalling 6 points. We received a notice from NJ-MVS recently asking us to pay $150 each year for three years. However, my nephew was a student and has left the country for ever six months ago. He does not drive in this country any more. He may or may not return to USA again in the future. Question 1 - Since he is no more in this country, am I supposed to pay this $450 which includes surcharges? Question 2 - If I do not pay this amount what happends? Question 3 - If we do not pay this surcharge and if he ever returns to USA in the future, will there be any problem? Thank you in anticipation. A> Shah
