Canadian Income Tax Question?

I live in British Columbia Canada, and I have heard rumors that, legally, I don't have to pay any income tax as long as I don't sign a certain form "agreeing" to be charged income tax. I have never filled out any tax forms of any kind, nor have I payed income tax (I worked for the local Indian band for a few years) and now I am being asked by a company I worked for to submit tax forms. I was wondering if I can not fill out the forms, and not be charged income tax, as the rumor suggests. Any ideas or clarification needed?
