landlord can interrupt submeterd water to disabled tenant for 12 day past due bill?

The disabled tenant pays the landlord for water utilities (water is submeterd) Because of the billing cycle the tenant runs12 days behind in water payment.Previous landlord had no problem with this but the new manager sees fit to shut off disabled tenants water Monthly as soon as he is 'late'. Tenant pays in full plus reconnection fee yet goes with out water for about 5-7 days.What can be done about this? SSi income pay period affords him to pay his bills at certain time frames. Any recourse? :confused:

Start paying on time. Not to be mean but just because last lanlord accepted late payments without penalties does not obligated New landlord unless there was a written agreement in lease or some other document. Yes its unfair and I agree landlord could be more tolerant.
