Bank Overdraft

I live in West Virginia and have recently changed banks. The bank informs me that my account is overdrawn by $400 and the have fees of $1300. My husband and I both have direct deposit of our paychecks into this account. It was too late by the time we found out to stop the direct deposit. The bank has also returned quite a few of our checks which are even more fees. We spoke with the bank manager and he tells me that both our paychecks and gone twards the neg. balance. That leaves us with no money for at least 2 weeks if not longer. Can they legally take our checks and leave us with no money at all to live off of? We have gotten an eviction notice because the rent check bounced. Im about to lose my car and Im about to go to jail for the returned checks. The bank manager says there isnt anything he can do about any of it.
 
Why did the checks bounce?
