Ebay Mystery Auctions

There is a category of auctions on eBay called "Mystery Auctions".

In a certain type of mystery auction, the seller divides up the auction into multiple "eCards" which are bid on (i.e. 1/4, 2/4, etc.). One of these eCards wins a prize after the auction is complete. I have a son who participates frequently in these types of auctions, but I am wondering some of the legalities.

If, say Auctioneer X sells four tickets, and his friend bought one of them, couldn't he just have his friend leave feedback saying he "won"?
