Local Tax Statute and Investigation

Jurisdiction/Place:

I have received a "Final Notice" from the local tax collection agency claiming I didn't file a return in the years 2000-2003. The majority of 2000 I was under the age of 18 and in 2002 I moved out of the county. What is my responsibility to respond to their investigation? Am I required to submit federal returns (because that is all I have, I no longer have copies of my W2 forms). I don't think I made over $6,000 in any of the years. Why are they bothering me, I'm sure they have bigger fish to fry!
