Online Pay Institution Has Frozen Account

I am writing on behalf of my son who is working in Iraq. Approx. 2 months ago he tried to send his brother money using Pay Pal. His brother has a negative .14 on his Pay Pal account so the transaction was not approved. He then tried to send it to me for his brother using my Pay Pal account, however the e-mail address that he entered for me ended with .com and should have been .net. Because it was not a complete match the transaction was not completed. His account was frozen along with his $1,000.00. We both contacted them and he has provided all of the information that they have requested, however they have not released his money. Now they are telling him that they will be closing his account within 3 days without releasing his money.

Please help, what can we do. He asked me to help because he doesn't have access to a phone for long periods of tine nor the time to spend solving this problem.
