Withholding deed

Question:

I, the buyer, closed on a foreclosed home. The title company overcharged the seller(bank) but they agreed and they signed contract. Now, the title co. has withheld title and funds and want me to re-negotiate and pay difference. Can they withhold deed on me because bank refuses to pay for the error?
